EQF and DQR: the eight levels explained simply
Short answer
The European Qualifications Framework (EQF) places qualifications on eight levels by knowledge, skills, and responsibility and autonomy; the German Qualifications Framework (DQR) applies this to the German education system, also with eight levels. For example, the bachelor's degree, master craftsman and Bachelor Professional are on level 6, the master's degree and Master Professional on level 7 and the doctorate on level 8.
Key points
- EQF: Council Recommendation of 22 May 2017, eight levels.
- DQR: Germany's implementation with eight levels and its own descriptors.
- Levels describe learning outcomes, not learning paths or duration.
- Same level means equivalent, not identical.
- For micro-credentials and European credentials, the level is a mandatory element where applicable.
What qualifications frameworks are for
Education systems differ. A German master craftsman, a French technical college diploma and an Irish bachelor's degree cannot be compared directly. Qualifications frameworks create a common language: they describe levels by what someone knows and can do and assign qualifications to these levels.
The European Qualifications Framework is the common reference point. It goes back to a 2008 recommendation and was revised by the Council Recommendation of 22 May 2017. Member States reference their national frameworks to the EQF. Germany developed the German Qualifications Framework (DQR) for this, jointly supported by the federal government and the states.
How the levels are described
The EQF describes each of its eight levels in three categories: knowledge, skills, and responsibility and autonomy. The DQR is structured differently, into professional competence (knowledge and skills) and personal competence (social competence and autonomy). Both describe learning outcomes — what someone can do at the end — not how long or where they learned.
The DQR sums up each level in a guiding sentence. Level 1 describes competences for meeting simple requirements in a clear and stable learning or work area under guidance. Level 8 describes competences for gaining research insights in an academic discipline or for developing innovative solutions and procedures in a professional field.
The eight levels with examples
The overview shows the DQR levels in simplified form with typical examples. Binding is the assignment the federal government and states have adopted for individual qualifications; the current list is published on the DQR website.
| Level | Short description (simplified) | Typical examples |
|---|---|---|
| 1 | Simple requirements under guidance | Certain pre-vocational training measures |
| 2 | Meeting basic requirements competently | Pre-vocational training, basic vocational education |
| 3 | Meeting professional requirements independently | Two-year vocational training |
| 4 | Planning and handling professional tasks independently | Three- and three-and-a-half-year vocational training |
| 5 | Comprehensive professional tasks in specialised fields | Certified professional specialist, certain IT specialists |
| 6 | Planning, handling and evaluating comprehensive tasks; steering processes | Bachelor's degree, master craftsman, certified senior clerk, Bachelor Professional |
| 7 | New complex tasks; steering processes autonomously | Master's degree, Master Professional |
| 8 | Gaining research insights or developing innovative solutions | Doctorate |
Equivalent, not identical
Perhaps the DQR's most important message: vocational and academic education can be on the same level. A master craftsman and a bachelor's graduate are both on level 6 — not because they learned the same, but because their learning outcomes have a comparable level of demand. Since the 2020 amendment of the Vocational Training Act, certain advanced vocational qualifications therefore carry the titles Bachelor Professional and Master Professional.
Equivalent does not mean, however, that one qualification automatically grants everything the other opens. A DQR level does not confer a right to admission to a degree programme or to a particular salary. Access rules remain in higher education, vocational training and collective bargaining law.
Why the levels matter in practice
In everyday life you mainly meet the level on certificates and Europass documents: many degree certificates and certificate supplements state the DQR and EQF level. When applying abroad, this helps place a qualification.
For training providers the level is a mandatory element of micro-credentials where applicable, and part of the European Learning Model for European digital credentials. Describing courses and credentials with learning outcomes and level makes them connectable — for credit, competence passports and staff development.
How qualifications are assigned to a level
Assignment to the DQR is not made by an individual school, university or chamber but in a joint procedure of the federal government, the states and the social partners. The basis is a comparison of a qualification's learning outcomes with the level descriptors. Assigned qualifications are published in a list that is continuously updated.
For non-formal training — such as courses by private providers or internal training — there is so far no general assignment in Germany. Anyone describing such offers can use the level descriptors as a guide and state the intended level as a self-assessment, but should not present it as an official assignment.
Step by step
Describe learning outcomes
Record what participants know and can do after the qualification.
Compare with level descriptors
Compare knowledge, skills, social competence and autonomy with the DQR descriptors.
Name the status clearly
Distinguish official assignment from your own assessment.
State it in records
Show the level on certificates, micro-credentials or digital credentials where applicable.

Frequently asked questions
Which DQR level is a bachelor's degree?
Level 6, as are master craftsman, certified senior clerk and Bachelor Professional.
What is the difference between the EQF and the DQR?
The EQF is the European reference framework with eight levels. The DQR is the German framework referenced to the EQF, describing the levels for the German education system.
Does the same level mean the same rights?
No. The level shows equivalence of learning outcomes but confers no right to university admission, recognition or pay.
Where can I find the level of my qualification?
On many certificates and certificate supplements, and in the qualification search on the DQR website.
Does the Abitur have a DQR level?
General education qualifications can also be assigned. The binding source for which qualification sits on which level is the list of assigned qualifications on the DQR website.
Can a company assign its training to a DQR level?
There is so far no official assignment of non-formal training. A company can use the level descriptors as a guide and state the intended level as its own assessment, but should label it clearly as such.
